The reason for this is the etrailer version comes with a hitch aligner so that the hitch pin hole always aligns perfectly, and it uses an anti-rattle hitch pin to keep the carrier from moving around. In comparison the Curt version uses a standard hitch pin with no anti-rattle, and no hitch aligner.

For the 2008 Chevy Express 3500 15-passenger van we do have non-powered 4-pole harnesses # 118392 and # 55540 that are intended to add trailer wiring for vans without the tow package. These simply plug in at the two tail light assemblies to get the necessary lighting signals for the trailer and that lighting power is then drawn through the van's own internal wiring.

You can check behind the Express van's passenger side trim panel in the rear cargo area to see if it has connection points for factory replacement wiring. Factory 4-pole items # 118240 and # C55240 both use the same type of square connector, shown in the linked image.
